The Schönbrunn decree united Rome and the Papal States to the Empire; Rome became the 'second city of the Empire' and the future heir would bear the title King of Rome. The pope lost all temporal power in exchange for an annual endowment he refused. The break was total: it led to the excommunication and then to Pius VII's captivity at Savona and Fontainebleau.
