Unable to obtain from Pius VII, a prisoner at Savona, the canonical institution of his bishops, the Emperor convened at Notre-Dame a council of a hundred French and Italian bishops. The assembly refused to rule against the pope; Napoleon dissolved it and imprisoned three of its members. The religious conflict remained open until the Concordat of Fontainebleau of 1813, at once retracted by the pope.
