The decree organised a single state teaching body, divided into academies and headed by a grand master, with a monopoly on conferring degrees. No one could open a school without its authorisation; the baccalauréat, created in 1808, became its keystone. The architecture — academies, rectors, inspectors — outlived the Empire and still governs French education.
