Creation of the prefects

Consulate (1799-1804)

The law of 28 Pluviôse Year VIII placed at the head of each department a prefect appointed by the government, seconded by sub-prefects and mayors also nominated from above. Local election disappeared and administration became a chain of command. Chaptal, Minister of the Interior, made it the instrument of censuses, roads and statistics.
