The powers assembled at Vienna declared Napoleon 'outside civil and social relations' and delivered him to public justice as an enemy and disturber of the peace of the world. On 25 March the Seventh Coalition pledged one hundred and fifty thousand men each until his fall. Every negotiation was closed in advance: the Hundred Days would be a war, not a reign.
