Conscription for Russia

A senatus-consultum levied one hundred and twenty thousand conscripts of the class of 1812 and drew in advance on those to come, to form the army that would enter Russia. The ballot, paid substitution and mobile columns hunting draft-dodgers weighed ever more heavily on the countryside. Since 1800 France had mobilised more than two million men; the blood tax became the first grievance against the Empire.
