On the Champ-de-Mars, before two hundred thousand people, the Emperor swore the oath to the Additional Act, proclaimed the results of the plebiscite and distributed eagles to the new units. The ceremony, half national festival and half military review, sought to remake the unity of 1804 on liberal foundations. A fortnight later the Guard was climbing the slope of Mont-Saint-Jean.
