Accused of turning a blind eye to English smuggling, Louis Bonaparte abdicated the throne of Holland on 1 July and fled; eight days later the kingdom was united to the Empire as nine departments. The Empire then counted one hundred and thirty departments and reached its greatest extent. The rigour of the blockade had cost a brother of the Emperor his throne.
