The senatus-consultum of 6 Floréal Year X opened the way home for nearly all émigrés, on condition that they swear an oath of loyalty and without restitution of property already sold. Some hundred thousand returned, including part of the old nobility, which the regime absorbed into its new elite. It was a centrepiece of the policy of 'fusion' among the French.
