Decree on printing and the book trade

The decree created a directorate-general of printing, capped the number of printers per department and submitted every work to the examination of imperial censors. The Parisian press, reduced to four newspapers in 1811, confined itself to reprinting official bulletins. Control of opinion became a fully fledged administrative organ of the regime.
